General Secretary



Qemajl Marmullakaj was appointed Secretary General of the Ministry of Justice by the Decision No. 17/15, taken in the Government meeting held on 23 November 2017.

Mr. Marmullakaj has completed his Bachelor studies in International Relations in Kuala Lumpur, Malaysia. As part of the Young Cell scheme, having received a scholarship from the European Commission, he completed his Master’s degree in European Studies at the University of Birmingham in the United Kingdom.

In addition, Mr. Marmullakaj attended a series of trainings focused in the area of European policies and legislation, and management and government policies. Moreover, Mr. Marmullakaj worked in the British Government as part of the British Council program, where he became acquainted with policymaking practices in the UK Government.

Since 2010 he has worked at the Office of the Prime Minister, initially as a Senior Officer and then as the Director of the Office of Strategic Planning.

During this period, Mr. Marmullakaj was engaged with various tasks, wherein it is worth noting his engagement in coordinating issues concerning the dialogue between the Republic of Kosovo and Serbia, the National Development Strategy, Economic Reform Program, etc.

From February 2006 until January 2010 he worked as a Senior Researcher and Project Coordinator at KIPRED.

Mr. Marmullakaj speaks English and Serbo-Croatian fluently. He is married and has two children.
