The Public Procurement Division’s mission is to develop procurement procedures to achieve value for money in accordance with the principles of the Law on Public Procurement.

The duties and responsibilities of the Public Procurement Division are:

• Drafts and implements the annual plan of the Ministry, in the field of public procurement, in accordance with the legislation in force;
• Implements procurement activities, in accordance with the Ministry’s annual procurement plan;
• Ensures that all procurement requests are prepared in accordance with procurement rules and procedures;
• Defines the methodology of procurement for tenders and the procedures for evaluation of offers;
• Proposes bid opening and/or evaluation commissions, in accordance with the requirements of the relevant law on public procurement;
• Provides advice and helps the management in making decisions related to contentious issues that may arise in cases of contract execution;
• Examines the complaints of economic operators and performs representation in the complaint procedures that take place at the Procurement Review Body;
• Drafts the final procurement report for the needs of the Ministry and the Public Procurement Regulatory Commission.

The Head of the Public Procurement Division reports to the Secretary General.
