Department for Justice System Policy, Free Professions and Statistics

The mission of the Department for Social and Family Services Policy is that social and family services are qualitative and accessible to citizens in social need.

The duties and responsibilities of the Department for Social and Family Services Policy are:

  • Proposes, drafts and implements primary and secondary legislation, from the scope of social and family services and child and youth protection;
  • Proposes and designs policies, programs and strategies for social and family services, protection of children and youth;
  • Coordinates the planning and management of the budget for social and family services at the central level;
  • Proposes, designs and monitors the implementation of minimum standards for social and family services;
  • Manages benefit schemes for family housing payments and other categories, according to the Ministry’s requirements;
  • Coordinates and supports the work of the panel/board for placing children in foster care and adoption;
  • Provides professional and administrative support to the relevant Council for Social and Family Services, for the licensing and training of individual providers of social and family services;
  • Cooperates with interested parties for the advancement and professional development and capacity building of public and non-governmental providers, such as providers of social and family services;
  • Licenses and maintains the register of public legal entities, non-governmental organizations, the private sector and individuals that provide social and family services;
  • Inspects social and family services.
  • The Director of the Department for Social and Family Services Policy reports to the Secretary General.

 

The Department for Social and Family Services Policy consists of the following divisions:

  • Division for Social and Family Services;
  • Division for Child and Youth Protection,
  • Planning, Licensing and Training Division, and
  • Division for the Inspection of Social and Family Services.

Division for Social and Family Services

The duties and responsibilities of the Division for Social and Family Services are:

  • Proposes, drafts and makes policies and legislation for issues related to the functioning of social and family services;
  • Designs, monitors and implements the minimum standards of social and family services not limited to: persons with disabilities, elderly persons and victims of domestic violence;
  • Monitors the payments made by the central level;
  • Researches, collects, organizes, analyzes and evaluates data on categories and services from the field of social and family services, including public, private institutions and non-governmental organizations;
  • Coordinates activities with municipal bodies and monitors the work of social and family services in Social Work Centers and social and family care institutions;
  • Cooperates with non-governmental organizations and the private sector in the field of social and family services;
  • Examines and monitors the requests of the Centers for Social Work for the placement of cases and clients in residential institutions and social and family care centers;
  • Provides support and monitors the services of residential institutions and community homes for persons with disabilities and elderly persons;
  • Coordinates and designs programs against domestic violence, rehabilitating family relationships, strengthening the family and family relationships;
  • Coordinates and participates in the design of service delivery programs for the protection of victims of human trafficking and sexual crimes;
  • Cooperates mutually with local institutions and international mechanisms, for the provision of social and family services for citizens in social need;
  • Manages the database for social and family services.

Child and Youth Protection Division

The duties and responsibilities of the Child and Youth Protection Division are:

  • Proposes and drafts policies and legislation for the protection and provision of social and family services for children and youth;
  • Designs, monitors and ensures the implementation of minimum standards for the provision of social and family protection services for children and youth;
  • Defines the standards for the establishment and operation of Child Protection Homes;
  • Monitors and ensures the implementation of legislation and minimum standards for child and youth protection services;
  • Increases capacities in the field of child and youth protection and institutional structures of care and social and family protection at the central and local level;
  • Coordinates and monitors the activities for the protection of children and young people with the Centers for Social Work and Homes for the Protection of Children;
  • Cooperates with local and international organizations and monitors the provision of services for the protection of children and young people from the non-governmental sector licensed and contracted by the Ministry;
  • Designs, monitors and implements standards and procedures for basic forms of social protection for children in foster care, family housing and adoption;
  • Develops protection and reintegration programs for abandoned children, children without parental care, children in street situations, children in hard labor, abused children, neglected children, children and youth with antisocial behavior, unaccompanied children and children and young people with disabilities;
  • Drafts the standards and monitors the operation of the Case Management Tables, in the provision of services for the protection of children and young people;
  • Researches, collects, organizes, analyzes and evaluates data on children and young people in the social protection system in cooperation with other relevant institutions;
  • Coordinates and monitors the payments made by schemes for the support of children and young people in social need;
  • Manages the database of children and young people who are registered and in need of protection and social services;
  • Provides professional support to the General Council for Social and Family Services in the field of child and youth protection, in function of continuous education and capacity building for individual providers of social and family services;
  • Increases the capacities in the field of child and youth protection, of all institutional structures, which have the task and responsibility of protecting children and youth, at the central and local level;
  • Creates a consolidated system of management, reporting and monitoring of the quality of child and youth protection services, and
  • Develops and monitors the implementation of programs and standards for the basic forms of legal and social protection for children in foster care, family housing, residential housing, community-based homes, adoption, as well as for young people in the form of supervised independent living.

Planning, Training and Licensing Division

The duties and responsibilities of the Planning, Training and Licensing Division are:

  • Manages and coordinates the registration and licensing process of social and family service providers;
  • Manages the database for legal entities and individual licensed providers in the field of social and family services;
  • Identifies and evaluates the needs for training of social workers and staff of institutions, which are providers of social and family services;
  • Identifies funding needs from EU funds and other donors who provide support for training in the field of social and family services;
  • Proposes plans and programs for raising the professional skills of social service officials and social workers;
  • Drafts profession standards and training modules, for accreditation of the training and continuing education program;
  • Coordinates activities and cooperates with organizations for the implementation of training programs in the field of social and family services.

Division for the Inspection of Social and Family Services

The duties and responsibilities of the Division for the Inspection of Social and Family Services are:

  • Inspects and monitors the implementation of legal provisions and minimum standards of social and family services, as well as the Code of Ethics for providers of social and family services from the public and non-governmental sector;
  • Inspects work premises, licensing documentation for service providers and controls the case management process of social and family service providers from the public and non-governmental sector;
  • Controls the implementation of legal procedures and Standard Operating Procedures for placement, housing and management of the provision of social and family services in residential and day care institutions;
  • Drafts inspection reports and provides recommendations for measures and actions to be taken by management to eliminate weaknesses and errors during the provision of social and family services;
  • Proposes and offers recommendations for changing or supplementing the approved minimum standards as well as drafting other standards for the scope of the division;
  • Undertakes concrete actions in accordance with the law, for the imposition of measures on physical and legal persons that provide social and family services, as well as initiates procedures depending on the violations of work duties committed by the providers of social and family services;
  • Drafts periodic reports on control and inspection activities.

The Head of the Social and Family Services Inspection Division reports to the Director of the Social and Family Services Policy Department.
