Human Resources Division

The Human Resources Division’s mission is to ensure the effective management of human resources, through the development of procedures and services that contribute to the achievement of the goals of the institution and employees.

The duties and responsibilities of the Human Resources Division are:

  • Analyzes employment needs and develops the personnel plan;
  • Coordinates and ensures the recruitment process for officials of the Ministry and for other specific positions;
  • Identifies and evaluates the needs for the development of personnel capacities, provides adequate training and evaluates the impact of the training;
  • Provides support in the design of the objectives of the individual work plan and the process of evaluating the results of the personnel’s work;
  • Assists relevant units in preparing job descriptions, job classification and job systematization;
  • Administers salaries, salary compensations, bonuses, salary supplements of public officials and similar;
  • Supports and offers recommendations to the main administrative officer, about avoiding disputes between employees of the Ministry;
  • Administers the personnel files of the Ministry and places the data of the processes and procedures in the electronic systems;
  • Administers staff continuity at work;
  • Manages disciplinary procedures by providing administrative support to the disciplinary committee and/or the complaints committee;
  • Drafts the annual report on human resources management and other reports in the field of human resources management.
  • Ensures the realization of the rights and obligations of employees within the relevant Law on Public Officials.

The Head of the Human Resources Division reports to the General Secretary.
