Today, there was held an important meeting between the Caretaker Deputy Minister of Justice of the Republic of Kosovo, Mr. Vigan Qorrolli, and the World Bank team, where there were presented the preliminary results of the Justice Survey 2025. This meeting, which aimed at reviewing the findings from this process, was held within the framework of the EU4 Rule of Law project, which supports the creation of data-based policies to improve the performance of the justice system in the Western Balkans.

At this important event there were also present Mr. Lulzim Beqiri, Director of the Legal Department at the Ministry of Justice, as well as the experts from the World Bank, Klaus Decker, Team Leader and Senior Specialist of Public Sector and Ermal Vila, Governance Specialist.

One of the key objectives of this meeting was the discussion on the data collected during the survey, which aims to provide an in-depth overview of the functioning and recent developments in the justice system. Participants discussed the preliminary results of the survey, emphasizing the importance of this process in the context of improving the trust of citizens and businesses in justice. The reform undertaken thus far has had a positive impact on increasing the transparency and efficiency of justice institutions, contributing to strengthening the rule of law.

In this regard, Deputy Minister Qorrolli emphasized that the results of the survey will serve as an important tool for the analysis and further improvement of the justice sector. He also expressed the commitment of the Ministry of Justice to use this data in the preparation of analytical reports and policy recommendations, which will help in advancing the reform process and strengthening institutional capacities.

The World Bank, through this project, has provided technical support to ensure that these reforms are sustainable and support Kosovo on its path towards full integration into the European Union. The survey findings will serve as a solid basis for preparing further measures for the development and modernization of the justice system, including important aspects such as the digitalization of this sector and the strengthening of institutional capacities in compliance with the Strategy on Rule of Law 2021-2026.

This meeting is another step in supporting the joint goal for a stronger and more credible justice system, which will contribute to Kosovo’s sustainable development and integration into Euro-Atlantic structures.
