Minister Gërvalla: Administrative reform strengthens legal certainty and citizens’ trust

The Deputy Prime Minister and Caretaker Minister of Justice Donika Gërvalla participated today in the meeting of Council of Ministers on Public Administration Reform, emphasizing the importance of building a professional, transparent, efficient and accountable administration as a prerequisite for implementing laws, strengthening citizens’ trust and advancing Kosovo’s path towards European integration.

“From the perspective of the Ministry of Justice, this reform is closely related to legal certainty, the quality of administrative decision-making, the protection of citizens’ rights and the effective functioning of institutions. Having fair laws is of no help if such laws are not implemented by an administration with clear responsibilities, well-reasoned decisions and effective control mechanisms”, declared Minister Gërvalla.

Minister Gërvalla also highlighted the establishment of the Administrative Court of Kosovo on 5th of May of this year, as the first specialized court in the Republic of Kosovo, which will handle administrative conflicts and labor disputes in the public sector.

“Through this new mechanism, the accountability of the administration in the service of citizens is expected to increase significantly”, she said.

Furthermore, Minister Gërvalla stated the reform of administrative disputes should be seen as a reform of the entire administrative chain within the framework of the European integration process. She said harmonizing legislation with European Union law should be followed by institutions capable of professional, impartial and effective implementation of laws.

“The Ministry of Justice remains committed to contributing to a more efficient, more transparent and more accountable administration towards citizens through legal and institutional reforms”, declared Minister Gërvalla.

Finally, she thanked the Ministry of Digitalization and Public Administration for organizing the meeting, as well as all institutions that have contributed to the preparation and implementation of public administration reforms.
